Can I switch between monthly and annual?

Yes. Go to Profile → Subscription & Billing → Change plan. Switching to annual takes effect at your next billing cycle.

Refund policy on annual plans

Annual plans follow the same refund policy as monthly plans: a full refund is available if no credits have been used and the request is made within 14 days of the charge.

Which should I choose?

If you're planning to use Foxy regularly over the next year, annual almost always saves money. If you're trying Foxy out or unsure about long-term usage, start monthly — you can switch to annual at any time.
